Simplification of 928 Administrative Procedures in 13 Government Institutions: A Step Toward Faster and More Transparent Public Services

Officials of the General Directorate of Administrative Affairs (GDAA) say that over the past five years, 928 complex and time-consuming administrative procedures have been simplified across 13 government institutions. The initiative has been undertaken to reduce administrative steps, prevent the waste of time and costs, and facilitate the delivery of faster, more transparent, and accessible services to citizens.
The issue was discussed during a press conference held at the Government Media and Information Center (GMIC). The conference was attended by Sheikh-ul-Hadith Mawlawi Noor-ul-Haq Anwar, Director General of Administrative Affairs; a number of directors and officials of the GDAA; and Mawlawi Zabihullah Mujahid, Spokesperson of the Islamic Emirate of Afghanistan.
In his remarks, Sheikh-ul-Hadith Mawlawi Noor-ul-Haq Anwar emphasized the importance of simplifying administrative procedures, stating that the process plays a vital role in reforming the administrative system, reducing bureaucracy, preventing the waste of time and resources, and ensuring the provision of fast, transparent, and accessible services to citizens.
He described the simplification of administrative procedures in government institutions as an urgent and serious necessity and emphasized the continuation of this process across government institutions.
Speaking at the conference, Mawlawi Zabihullah Mujahid, Spokesperson of the Islamic Emirate of Afghanistan, provided information on the activities and achievements of the Directorate of Administrative Procedure Simplification. He said that, under the General Directorate of Administrative Affairs, the directorate has simplified 928 administrative procedures across 13 government institutions over the past five years.
According to him, the highest number of simplified procedures were recorded at the Ministry of Higher Education, with 214 procedures; the Ministry of Agriculture, Irrigation and Livestock, with 203; the Technical and Vocational Education and Training Authority, with 140; and the Ministry of Education, with 136 procedures.
In addition, 62 procedures were simplified at the Ministry of Public Health, 75 at the Ministry of Martyrs and Disabled Affairs, 35 at the Da Afghanistan Breshna Sherkat, 23 at Kabul Municipality, 21 at the General Directorate of Municipal Affairs, 7 at the Ministry of Labor and Social Affairs, 6 at the General Directorate of Administrative Affairs, 4 at the Ministry of Refugees and Repatriation, and 2 at the Ministry of Mines and Petroleum.
Mawlawi Zabihullah Mujahid added that simplifying administrative procedures, in addition to reducing the number of steps and the time required to complete tasks, helps reduce bureaucracy, prevent administrative corruption, improve time management, lower costs, prevent overcrowding among service recipients, and enhance transparency in authorities and responsibilities.
He further stated that the process can contribute to increasing the satisfaction of both employees and service recipients and strengthening the relationship between the people and the government.
The Directorate of Administrative Procedure Simplification continues its efforts to improve and reform administrative procedures in government institutions in a phased manner, with the aim of facilitating better, faster, and more transparent services for citizens. The core objective of this approach is to reduce the waste of time and resources and provide greater convenience for service recipients.
