MoUDH: A Detailed Plan of 21 Towns for Refugees Has Been Prepared

Today, on 20 July 2025, officials from the Ministry of Urban Development and Housing (MoUDH), during a press conference at the Government Media and Information Center (GMIC), presented the MoUDH’s annual achievements and performances as part of IEA’s entity to report the annual achievements.

During the press conference, the officials of MoUDH stated that 35 new towns for refugees are being considered across 25 provinces. Out of these, a detailed plan has been prepared for 21 towns, and work on preparing plans for 13 other towns is under way. Also, the process of land distribution for over 87,000 families of returnees has commenced.

According to them, the first phase of the Qatar residential project in the 5th district of Kabul has been completed, and 35% progress has been made on the 1,400 unit Nila Bagh project in Darulaman. The second block of the Tehimaskan project has reached 80% progress, and the Rahman Mina project in Kart-e Now of Kabul city is currently under way.

The officials added that Over 443 constructional projects have been monitored nationwide, and 3,826 cases of unauthorized construction have been prevented. Furthermore, the Ministry closely monitors and manages government construction projects, including buildings of departments, religious schools, and mosques.

Key activities of the Ministry include designing more than 300 construction maps for schools, mosques, and health facilities, as well as surveying historical sites in several provinces such as Kabul, Herat, Balkh, Kandahar, and Ghazni in coordination with the UNESCO office and the Aga Khan Foundation to preserve historical monuments. Additionally preparing and organizing regulations on engineering design, urban violations, and the sale of New Kabul lands.

 

The officials stated that key actions of the Ministry this year include the launch of the second phase of the Qatar project and completion of the Nila Bagh project in Kabul, finalization of detailed plans for refugee towns, designing infrastructure plans for 15 projects, consolidation of urban properties and review of strategic plans, and the implementation of SDF in 10 provinces.
