General Directorate of State-Owned Corporations: Over 20 Billion Afghanis in Investments Have Been Attracted

On 29 July 2025, officials from the General Directorate of State-Owned Corporations, during a press conference at the Government Media and Information Center (GMIC), presented the annual achievements and performances as part of IEA’s entity to report the annual achievements.

 

During the press conference, the officials from the General Directorate of State-Owned Corporations stated that based on the Decrees No. (21), (8), and (16) issued by His Excellency Amirul Muminin (may Allah protect him), extensive measures have been undertaken to better regulate, continuously monitor, and evaluate the affairs of Emirati corporations. Over 20 billion Afghanis in investments have been attracted, which will play a significant role in economic growth and the expansion of employment opportunities. Additionally, Over the past year, approximately 8.4 billion Afghanis were deposited into the government's revenue account, nearly 2.77 billion Afghanis of claims from Emirati companies were settled, and around 611 million Afghanis in liabilities were paid off.

 

According to the officials, over the past year, 23 contracts and partnership initiatives across various sectors were ratified, with the total estimated investment value in these contracts reaching approximately 22 billion Afghanis. To attract further investment, the General Directorate of State-Owned Corporations has identified 50 investment opportunities.

 

Moreover, in accordance with the decree of His Excellency Amirul Muminin (may Allah protect him), over one million jeribs of land have been transferred to Emirati corporations. These lands are intended to be utilized for agricultural and commercial purposes. Securing the World Bank’s approval for funding the CASA-1000 project, signing contracts for the generation of 619 megawatts of electricity with a total investment of approximately $591.6 million, and completing 220-kilovolt electricity transmission line from Turghundi to Herat with 85-kilometer length represent major achievements of the past year.

 

The officials further mentioned that key accomplishments throughout the past year include significant progress in the first and second phases of the Sheberghan–Dasht Alwan project, production of a total of 662.8 million kilowatt-hours of electricity from the Naghlu, Sarubi, and Mahipar power plants, successful flights to 13 countries, the transfer of over 6000 Afghan pilgrims to Saudi Arabia, and the activation of fuel reserves at Kabul Airport. In addition, service companies across the country have experienced a 13% increase in revenue compared to the previous year, and over 25 new contracts worth more than 5 billion Afghanis have been signed. In the southern region of the country, more than 90 new sites have been activated, 40 sites have been upgraded from 2G to 3G, and over 386 sites have been transitioned from 3G to 4G.

 

Based on the information, A total of 637 oil sales contracts have been signed with private companies and government entities, 387 licenses have been issued for oil facilities, and the restoration of 12 oil reserve projects with a combined capacity of 9.995 tons has been completed. Finalizing contracts for the extraction, transportation, and sale of 63000 tons of coal, as well as contracts for the transportation and sale of 20000 tons of minerals, have been among the most significant activities over the past year.

 

The officials emphasized that the establishment of an industrial complex entitled (Energy Center), 98% progress in the first phase and 94% in the second phase of the Qosh Tepa Canal, and the parallel allocation of 200000 hectares of land for the development of an agricultural complex around the Qosh Tepa Canal are considered among last year’s key initiatives.

 

Likewise, the sale of 164 apartments within the Lala and Bagrami residential projects, the extraction and sale of over 70000 tons of coal, and the signing of contracts for the sale of 217000 tons of coal with private companies are considered among the other notable achievements. The Tura Dam project in Zabul Province has been completed, an administrative complex has been constructed in the Torkham Township of Nangarhar Province, and a total of 193951 tons of cement have been produced and sold in the Ghori and Jabal al-Siraj cement plants. Nationwide, 70 kilometers of water supply networks have been expanded, and 35 kilometers of deteriorated parts of these networks have been repaired and renovated.

 

Based on the information, A total of 5339092 cubic meters of potable water has been distributed to customers, 17 wells have been drilled to ensure water supply, and 11 water supply projects have been designed. Furthermore, over the past year, contracts totaling 1.8 billion Afghanis were signed with the Ministries of Higher Education, Labor and Social Affairs, Public Health, and Education for the provision of food supplies. For the first time, food storage warehouses have been activated at the provincial level.
